1.2. Foreign students from Moldova admitted in accordance with Article 4, paragraph 1 of the
DMC Reg. No. 103/1993.
2. Foreign students, who have dual citizenship, one of which is Bulgarian, pay 50% of the tuition fee, according to
Appendix 9.
3. Citizens of EU Member States and the European Economic Area shall pay tuition fees under the conditions and in accordance with the procedure established for Bulgarian citizens.
4. Foreign candidate-students who have a very good level of Bulgarian or English (without any certificate proving the level of knowledge of the language), have the possibility to pass the exam in Bulgarian or English languages – the tax is 250 EUR. After passing the exam successfully you are able to continue your education in Bachelor or Master Degree programs without going through preparatory language course.
5. Foreign candidate-students who have a certain level of Bulgarian language have a possibility to attend the individual consultation – the cost of this consultation is 10 EUR per 1 hour. After that you will have the possibility to pass the exam in Bulgarian or English languages – the tax is 250 EUR. After passing the exam successfully you are able to continue your education in Bachelor or Master Degree programs without going through preparatory language course.
6. Foreign specialists with a period of study of less than one semester shall pay fees proportional to the period of study or to the curriculum of the studied disciplines.
7. The tuition fees of foreign students, doctoral students and specialists shall be paid in the BGN equivalent of the approved amount of the tuition fee in EUR at the exchange rate determined by the Bulgarian National Bank.
ТThe tuition fees are approved by the Rector of the University of Ruse with the Order No. 602 dated 23.03.2024 on the basis of the Decision of the Academic Council No. 6.15 dated 27.02.2024.
The tuition fees are being approved by the Council of Ministers by May 30th for each academic year.

Important:
- Deadline for students – September 30th, 2024. This deadline is for applying to the platform of the Ministry of education in Bulgaria, which means that by that time your documents have to be translated, legalized and you must have a Certificate from the Regional department of education. Otherwise, you have to submit your documents no later than 3 weeks in advance.
- Deadline for PhD students - permanent.
- Deadline for specialists - permanent.
- Deadline for submission of documents for studying Bulgarian or English - 30 September 2024.
